夏德明,国网东北分部调控分中心系统运行一处处长,辽宁省省级优秀专家、“兴辽英才”青年拔尖人才、“百千万人才工程”百层次人才、国家电网公司优秀专家人才、全国五一劳动奖章;获得英国伦敦国际发明金奖、中国电工技术学会科学技术二等奖、辽宁省专利二等奖等20余项科技奖励,其中省部级7项;在国内外知名期刊上发表学术论文20余篇,其中SCI、EI收录17篇;申请国家发明专利24项,已授权17项,国家计算机软件著作权2项。
一个项目创效23.4亿元
风电是一种倍受青睐、国家政策又大力支持的清洁能源。通辽地区风资源非常好,风电也因此发展迅猛,然而,风电装机增长速度大大超前于电网建设,随之而来的问题就是风电资源难以实现全额消纳。
“这是大风刮来的钱”,夏德明如此评价成本低而又环保的风电,他积极建议采取措施吸纳风电能源。这是2011年,这年,夏德明只是系统运行处一名普通技术人员。东北电网领导班子经过认真研究,采纳了夏德明和他的同志们的建议。
然而,将数百万千瓦风电接入东北电网难题一个接一个。第一个难题,东北电网在通辽地区有五回线路,两条500千伏,就是俗话说的粗线。还有三条线220千伏线路,是细线。数百万千瓦风电接入电网,必然增加电网负荷。如两条500千伏线路出现跳闸,电就得走另3条细线,就可能造成线路烧毁,造成整个通辽地区停电。
面对一个个难题,夏德明和同志们没有退缩,他用自己的专业知识、强烈的使命感和责任心,积极探寻新的节省成本、快速高效的解决办法。
2012年12 月,这个项目正式投入运营。通辽地区风电送出能力增加了80万千瓦,仅2013年一年就提高了通辽风力发电25亿千瓦时。这是一个效益非常好、家家皆大欢喜的项目。投资这个项目的几家企业,几个月就收回了投资。
夏德明和同事们继续努力,先后在东北其它多个风电基地研究设计并组织实施了“区域智能稳控系统”,同时,综合利用风火联合优化控制等技术手段,2019年实现全网新能源发电量830.4亿千瓦时,同比增加了14.85%,利用率达到了98.16%,在华北、华东、华中、东北、西北、西南6个区域中名列第一,累计提高风电送出能力180万千瓦,年增加风电发电约45亿千瓦时,为辽宁、吉林、黑龙江及内蒙古东部地区风电企业创造直接经济效益约23.4亿元,为社会节约158万吨标准煤,减排二氧化碳425万吨,为推进绿色发展,助力打赢污染防治攻坚战创造了巨大的经济效益和社会效益。

However, the growth rate of wind power installed capacity far outpaces the power grid construction. Consequently, the problem that arises is that it is difficult to fully absorb wind power resources. "This is money brought by the strong wind," Xia Deming evaluated wind power, which is low - cost and environmentally friendly. He actively suggested taking measures to absorb wind power energy. It was 2011, and at that time, Xia Deming was just an ordinary technical staff member in the System Operation Section. After careful research, the leadership team of the Northeast Power Grid adopted the suggestions of Xia Deming and his colleagues. However, there were one problem after another in connecting millions of kilowatts of wind power to the Northeast Power Grid. The first problem was that there were five transmission lines in the Tongliao area of the Northeast Power Grid. Two of them were 500 - kilovolt lines, which are what we commonly call thick lines, and the other three were 220 - kilovolt lines, which are thin lines. Connecting millions of kilowatts of wind power to the grid would inevitably increase the grid load.
