“两个一百年”的奋斗目标，即到建党100年时建成惠及十几亿人口的更高水平的小康社会;到新中国成立100年时基本实现现代化，建成社会主义现代化国家。
全面建设社会主义现代化国家的进程分两个阶段来安排。第一个阶段，从2020年到2035年，在全面建成小康社会的基础上，再奋斗15年，基本实现社会主义现代化。第二个阶段，从2035年到本世纪中叶，在基本实现现代化的基础上，再奋斗15年，把我国建成富强民主文明和谐美丽的社会主义现代化强国。
“十三五”规划目标任务胜利完成，我国经济实力、科技实力、综合国力和人民生活水平跃上新的大台阶，全面建成小康社会取得伟大历史性成就。“十四五”时期是我国全面建成小康社会、实现第一个百年奋斗目标之后，乘势而上开启全面建设社会主义现代化国家新征程、向第二个百年奋斗目标进军的第一个五年。
