新发展格局:美好生活消费新趋势|New trends in consumption

党的十九大报告明确指出:“中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾”。这是以习近平同志为核心的党中央牢牢把握我国社会发展的阶段性特征,准确定位我国发展新的历史方位,对我国社会主要矛盾的新变化作出的科学判断。这一科学判断,反映了我国发展的实际状况,揭示了制约我国发展的症结所在,对于我们找准解决当代中国发展问题的根本着力点,更好促进社会全面进步具有重大理论和实践意义。  The report to the 19th National Congress of the Communist Party of China clearly states that "as socialism with Chinese characteristics has entered a new era, the principal contradiction facing Chinese society has evolved. What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life." 十九大报告指出:“全党同志一定要永远与人民同呼吸、共命运、心连心,永远把人民对美好生活的向往作为奋斗目标。”这一庄严承诺,可以说是新的“赶考”,我们必须将其作为新的使命任务。

坚持以人民为中心的发展思想。历史和现实都证明,坚持以人民为中心的发展思想是成功之基、制胜法宝。坚持以人民为中心,首先必须坚持人民主体地位,通过完善落实中国特色社会主义政治制度,保证人民当家做主,保证人民广泛参加国家治理和社会治理,最大限度地调动人民群众建设美好家园的积极性主动性创造性,把发展依靠人民落到实处。必须坚持立党为公、执政为民,实现好、维护好、发展好最广大人民根本利益,切实把民之所望作为施政方向,在幼有所育、学有所教、劳有所得、病有所医、老有所养、住有所居、弱有所扶上不断取得新进展。

下大力解决不平衡不充分发展问题。一是坚定不移贯彻新发展理念。创新、协调、绿色、开放、共享的发展理念,是针对我国发展面临的突出问题和挑战提出来的,贯彻新发展理念,必须突出抓重点、补短板、强弱项,特别是要坚决打好防范化解重大风险、精准脱贫、污染防治的“三大”攻坚战,破解发展难题,增强发展动力,厚植发展优势。二是大力提升发展质量和效益。这是我国经济由高速发展迈向高质量发展的必然要求。要坚持质量第一、效益优先,以深化供给侧结构性改革为主线,推动经济发展质量变革、效率变革、动力变革,提高全要素生产率,实现遵循经济规律的科学发展、遵循自然规律的可持续发展、遵循社会规律的包容性发展,为不断增强我国综合国力、经济创新力和竞争力构筑坚实基础。三是增强发展的协调性。协调是持续健康发展的内在要求,是针对发展不平衡提出的战略举措。牢牢把握“五位一体”的总体布局,协调推进“四个全面”战略布局,正确处理发展中的重大关系,坚持区域协同、城乡一体、物质文明和精神文明并重,在协调发展中拓展发展空间,在加强薄弱领域中增强发展后劲。
